Regular Board Meeting September 14th, 2026
GRANT TOWNSHIP REGULAR MEETING September 14th, 2026
Meeting was called to order by Supervisor Todd Torrey at 6:00 p.m.
Pledge of Allegiance was said by all in attendance.
ROLL CALL: Present – Jennett, Torrey, Bettis, Freeman, Emry
AGENDA: Motion by Torrey, seconded by Emry, to approve the agenda as presented. All ayes.
MINUTES: Motion by Emry, seconded by Jennett, to approve the August 3, 2026 regular meeting minutes as presented. All ayes.
TREASURER’S REPORT: Motion by Jennett, seconded by Torrey, to acknowledge the Treasurer’s Report. All ayes.
BILLS PAYABLE: Motion by Emry, seconded by Freeman, to approve all bills due and payable. All ayes.
FIRE REPORT: Motion by Emry, seconded by Bettis, to acknowledge and file the Fire Report. All ayes.
Motion by Torrey, seconded by Emry, to approve James [surname to be confirmed]. [Purpose of approval to be confirmed.] All ayes.
PLANNING COMMISSION REPORT: Freeman presented a verbal report and welcomed the new Planning Commission member, George Botos. Motion by Freeman, seconded by Jennett, to acknowledge and file the Planning Commission Report. All ayes.
ZONING ADMINISTRATOR REPORT: Motion by Bettis, seconded by Jennett, to acknowledge and file the Zoning Administrator Report. All ayes.
BLIGHT ORDINANCE REPORT: Motion by Emry, seconded by Bettis, to acknowledge and file the Blight Ordinance Report. All ayes.
CORRESPONDENCE: None.
PUBLIC COMMENT:
Public comment opened at 6:16 p.m.
1. Carole Bleau, Secretary of the Sand Lake Community Association, announced a Night at the Races event for Saturday.
2. Bill McKenzie discussed litter found along the roadside, including a leaf bag, a McDonald’s cup, and children’s toys. He stated that he no longer picks up cigarette packs. The Board thanked him for all the work he does picking up litter along the roads.
UNFINISHED BUSINESS:
1. Road Special Assessments: Motion by Torrey, seconded by Jennett, to renew all road special assessments in perpetuity. All yeas.
2. Road Special Assessment Administration Charge: Motion by Jennett, seconded by Emry, to table the charge for administering road special assessments. Jennett will contact the Michigan Townships Association regarding the average percentage charged. All yeas.
NEW BUSINESS:
1. Board Job Descriptions: Board members were asked to review the job descriptions.
2. Master Plan: Motion by Torrey, seconded by Jennett, to approve the draft copy of the new Master Plan. All ayes.
PUBLIC COMMENT:
Public comment opened at 6:27 p.m.
1. Susan Duncan discussed emergency plans and management. She announced a “Sundae on Sunday” event on September 20, 2026, to discuss the emergency plan with county representative Chris Martin.
2. Laurie Muldoon requested a copy of the law concerning roads.
