(30)ROLL CALL: Present - Jennett, Torrey, Bettis, Freeman, EmryAGENDA: Motion by Torrey, seconded by Bettis, to approve the agenda as presented. All yeas.MINUTES: Motion by Emry, seconded by Jennett, to approve the July 2026 regular meeting minutes as presented. All yeas.TREASURER'S REPORT: Motion by Jennett, seconded by Emry, to approve the Treasurer's Report. All yeas.BILLS PAYABLE: Motion by Emry, seconded by Freeman, to approve all bills due and payable. All yeas.FIRE REPORT: Motion by Torrey, seconded by Emry, to acknowledge and file the Fire Report. All yeas.PLANNING COMMISSION REPORT: No meeting was held in July.ZONING ADMINISTRATOR REPORT: Motion by Emry, seconded by Jennett, to acknowledge and file the Zoning Administrator Report. Jim Slaughter asked the public to vote yes on the Humane Society millage.UNFINISHED BUSINESS:1. Blight Officer Appointment: Fowler and Jennett each spoke about why they believed they should be appointed as the Blight Officer. Motion by Torrey, seconded by Bettis, to appoint Jennett as the new Blight Officer.ROLL CALL VOTE: Torrey - yes; Jennett - abstained; Freeman - yes; Emry - yes; Bettis - yes. Motion carried.2. Blight Committee: Motion by Bettis, seconded by Torrey, to form a Blight Committee. All yeas.3. Sand Lake Excavating Contract: Motion by Torrey, seconded by Jennett, to renew the contract with Sand Lake Excavating for private-road maintenance. All yeas.NEW BUSINESS:1. Planning Commission Appointment: Motion by Torrey, seconded by Jennett, to appoint George Bodis to the Planning Commission. All yeas.2. Bank Accounts: Motion by Jennett, seconded by Bettis, to add Deputy Treasurer Kathy Hoppe and Deputy Clerk Jonilyn Bruff to the Township's bank accounts.ROLL CALL VOTE: Torrey - yes; Jennett - yes; Bettis - yes; Emry - yes; Freeman - yes. Motion carried.3. Clerk's Name Change: Motion by Bettis, seconded by Jennett, to change Clerk Alysha Burgess's name on the Township's bank accounts from Alysha Burgess to Alysha Bettis. All yeas.4. November Meeting Date: Motion by Torrey, seconded by Emry, to change the November regular meeting from November 2, 2026, to November 9, 2026. All yeas.PUBLIC COMMENT: Public comment opened at 6:43 p.m.1. Jim Slaughter stated that businesses located within the Township should be given the first opportunity for Township work, including private-road maintenance.2. Bill McKenzie discussed prohibited items being left for roadside pickup and an increase in bags of dog feces being left along the roads.3. Linda Hayes asked how residents with blight violations are notified. Jennett stated that notification letters are mailed to the residents.4. Lori Muldoon asked about the special assessments for road maintenance. She stated that the assessment amounts should be reviewed every five years to determine whether they remain adequate.
